12 Transformational Leadership with Powerful Results Federal Budget and Advocacy Successes $ 10 million for the Crisis Stabilization and Community Reentry Grants program under the Department of Justice A permanent requirement for state Medicaid programs to cover all forms of medications for the treatment of opioid use disorder, including methadone E xtension of the state option to provide Medicaid covered services to individuals who have substance use disorders and reside in Institutions for Mental Diseases (IMDs), regardless of the size of the facilities, so long as such stays do not exceed 30 days per 12-month period and the facilities and state meet certain federal standards A prohibition on states terminating Medicaid coverage for individuals while incarcerated, but allowing states to suspend coverage R equiring the U.S. Department of Health and Human Services to provide guidance to strengthen the workforce and improve access and to promote integration of behavioral health services in Medicaid and the Children’s Health Insurance Program Two separate appropriation “minibuses” supporting programs for which NJAMHAA advocates were passed in March to finalize federal FY2024 appropriations, which run through September 30, 2024. The first minibus, the Consolidated Appropriations Act, 2024 (CAA, 2024), was signed into law on March 9th. In a historic moment, the CAA, 2024 codified the definition for Certified Community Behavioral Health Clinics (CCBHCs) under Medicaid, creating a permanent CCBHC option for states under the Medicaid program.
