NJAMHAA FY2022 Annual Report

3 Dear NJAMHAA Members: As a new normal descends on the nation, there is so much positive happening in the field of behavioral health as we all work toward a more equitable system to serve New Jersey’s diverse populations. While maintaining and growing the behavioral healthcare workforce is currently extremely difficult, we must pause to celebrate our policy and fiscal successes in moving the field toward greater sustainability and best practices with in - creased focus on diversity, equity and inclusion. Several provisions put in place during the pandemic have been made permanent, particularly in regard to telehealth, but elsewhere too, and we continue to work toward maintaining more of such flexibilities that support the workforce and consumers in a multitude of ways. On the horizon is the new 988 crisis response hotline, going live on July 16th. Over the next several years, New Jersey will be building a comprehensive crisis response continuum of care that holds so much opportu - nity for improving outcomes for individuals with mental illness and/or substance use disorders, particularly for communities of color. We are also encouraged by proposed wage increases for staff in all Division of Mental Health and Addiction Services’ contracted programs and proposed increases to Children’s System of Care psychiatric assessment, partial care and outpatient rates, as well as other investments in the workforce at both the federal and state levels. We look ahead optimistically to the possibilities that greater awareness of men - tal health and substance use disorders and new funding are providing and will create. While we continue our advocacy efforts to strengthen the workforce, improve reimbursements, shape the 988 crisis response system and expand access to care with greater equity – all of which involve multiple approaches and recommenda - tions – we also have our eye on the horizon where managed care carve-ins, value-based payment and other transformative changes loom. We are optimistic that our relentless advocacy will continue to realize many successes in the near future. Failure is just not an option when the need for mental health and substance use services continues to grow as market forces strain program capacities and sustainability. As you continue your incredible efforts on the front lines, NJAMHAA will be advocating every day to strengthen, sustain and expand your programs and organiza - tions. We reliably remain available to provide you with technical assistance – with a technology issue or about a policy, regulation or legislation; to take your input to state and federal leadership and legislators to improve the system of care; to offer networking and training opportunities; and to provide you with all the latest information affecting your work and those you serve! We value your membership and promise value in return as NJAMHAA continues to address your needs and priorities. As we move toward a post-pandemic world, we look forward to working by your side to make the possibilities before us into realities! Sincerely, Debra L.
