18 NJAMHAA IT Project Conference 2026 Meet the Presenters Richard Kerr AVP, IS&T Clinical Applications Jefferson Health Richard Kerr is an accomplished technology leader and strategist with extensive experience implementing innovative solutions that drive clinical and business success. He leads multidisciplinary teams across large-scale artificial intelligence, clinical, and administrative programs, collaborating closely with executive leadership, stakeholders, and strategic partners. Richard has a proven track record of defining and executing digital strategies that transform healthcare delivery, expand access to care, and enhance operating margins. He is passionate about improving patient outcomes, streamlining operational efficiencies, and increasing revenue through strategic industry collaboration and peer engagement. Jack Hueter CEO & Owner Digital Healthcare Consulting Jack Hueter has more than 30 years of experience as a CIO and healthcare IT executive. He is a graduate of Rutgers University, holding a Bachelor’s in Business Administration (MBA). Jack is also a Certified Public Accountant in the State of Pennsylvania. Steve Hirsch, LSW, MSW, MBA Vice President, Information Technology, Human Resources and Administrative Services NJAMHAA Steve Hirsch brings extensive experience from both the clinical and technology sides of behavioral health. He served as a psychiatric screener for more than 25 years; the program evaluator for a Certified Community Behavioral Health Clinic (CCBHC) expansion grant; and, most recently, the Director of Social Services at Trenton Psychiatric Hospital. He also managed the State Targeted Opioid Response Initiative (STORI) for the Division of Mental Health and Addiction Services—now known as the State Opioid Response (SOR) grant. Steve holds an undergraduate degree in psychology, as well as an MBA and an MSW, accompanied by his LSW license. In the late 1990s, Steve stepped away from behavioral health to work in the technology sector, supporting the network and users for News Digital Media (NDM)—the company responsible for web content for Fox Television, Fox Sports, and Fox News. During this time, he played a key role in planning and building a new office, including designing the network infrastructure from the ground up and supporting more than 100 staff. Fun fact for fans of 24: the office he helped build was used in the filming of the first three episodes of the series. This unique combination of clinical and technical experience has positioned Steve to effectively bridge both fields. He joined NJAMHAA as Vice President of Information Technology, Human Resources and Administrative Services two years ago and continues to advance the organization’s mission through strategic leadership and innovation.
